Cafe de Crie is one of the (currently) two places to eat in the brand new The Tower Yokosuka apartment complex.  It's right on Blue street and easy to find.  It's also very bland and uninteresting.  There are very few items on the menu but the carbonara caught my eye. It was fine, but nothing special.  I think the convenience store pasta is about as good.
